It seems that slow transport is turned on only for email server setups.
Shall we turn that on on web setups too ? Or even on all set-ups ?

Huh? It should be the opposite.
Web servers send many mails (forums, wordpress, mailing, ...). For that reason the slow transport is enabled on web servers.

I don't have any strong opposition as enabling it on every setup despite the role of the server.
